Programs Available in Malta
Malta Permanent Residence Programme (MPRP)
The MPRP grants lifetime permanent residency in Malta to non-EU nationals through a qualifying real estate investment or rental, combined with a government contribution. It is a direct permanent residency program with no temporary stage and no minimum physical presence requirement.
The program does not lead to Maltese citizenship, but it provides visa-free travel across the 27-country Schengen Area and a stable, lifetime legal status for the main applicant and eligible family members.
Key Highlights:
- Lifetime permanent residency for the main applicant and eligible family members (physical permanent-residency card must be renewed periodically)
- Full family inclusion across up to four generations: spouse, children up to age 29 if single and financially dependent, and dependent parents or grandparents
- No minimum stay requirement
- Visa-free travel across the Schengen Area for up to 90 days within any 180-day period
- Since July 2025, applicants have the option to enter Malta on a temporary residency basis within 4 weeks of application submission, valid for one year, while the permanent residency is being processed
- Processing time: approximately 12 months from submission of a complete application
- No language requirement
- Medical report required for all applicants and dependents
- Stringent due diligence and background checks required
- Tax residency in Malta is triggered only if you spend more than 183 days per year in the country. Most MPRP holders who do not relocate full time are not subject to Maltese tax on worldwide income
Two qualifying routes
- Property Purchase Route: purchase of a property in Malta at a minimum value of €375,000, which must be maintained for the duration of residency.
- Rental Route: minimum annual rental of €14,000 for a property in Malta, maintained for the duration of residency.
Government fees and contributions (both routes):
- €60,000 non-refundable government administration fee covering the main applicant, spouse, and dependent minor children, payable in two stages
- €7,500 per additional adult dependent aged 18 and above
- €37,000 contribution payable within 8 months of the Letter of Approval in Principle
- €2,000 donation to a Maltese registered NGO before the certificate is issued
